New Delhi, May 24, 2025 — In a significant move aimed at transforming the national capital into a model metropolis, Delhi Chief Minister Rekha Gupta announced that she will present the ‘Viksit Delhi’ roadmap at NITI Aayog’s upcoming Governing Council meeting. This roadmap lays out a strategic and comprehensive plan for the city’s sustainable, inclusive, and future-ready development.
The meeting of the NITI Aayog’s Governing Council, which brings together Chief Ministers, Union Ministers, and policymakers from across the country, will provide a national platform for Gupta’s administration to share its developmental blueprint. “The ‘Viksit Delhi’ roadmap at NITI Aayog is our vision of how Delhi can emerge as a global capital aligned with the goals of a Viksit Bharat,” Gupta stated during a press briefing on Friday.
This will be CM Rekha Gupta’s first participation in the council meeting since taking office earlier this year. Her presence is expected to reflect Delhi’s renewed focus on cooperative federalism and evidence-based policymaking.
Pillars of the ‘Viksit Delhi’ Roadmap
The ‘Viksit Delhi’ roadmap at NITI Aayog will revolve around five strategic pillars: Urban Infrastructure, Healthcare and Wellbeing, Education Reform, Environmental Sustainability, and Digital Governance. According to the Chief Minister, these areas represent both the biggest challenges and the greatest opportunities for Delhi.
Urban Infrastructure: The roadmap proposes an aggressive expansion of the metro network, revitalization of arterial roads, and the development of smart transport systems. “Efficient mobility is the backbone of any modern city. We are prioritizing a connected and commuter-friendly Delhi,” Gupta said.
Healthcare: Gupta’s vision includes expanding the network of mohalla clinics, constructing new multi-specialty hospitals, and introducing a centralized digital health record system. “The goal is to ensure timely and affordable healthcare for every citizen,” she asserted.
Education: With a focus on youth empowerment, the government plans to transform government schools into centers of excellence through smart classrooms, digital libraries, and industry-relevant skill programs. Scholarships and mentorship schemes are also part of the initiative.
Environmental Sustainability: In light of Delhi’s recurring pollution crises, the roadmap outlines a green development model. It includes expanding green spaces, promoting electric vehicles, enforcing stringent emissions norms, and collaborating with neighboring states to address cross-border pollution.
Digital Governance: As part of the push toward a tech-enabled city, the roadmap proposes a unified e-governance platform. “We want to reduce bureaucratic delays and bring every public service to the citizens’ fingertips,” Gupta said.
A Step Towards National Collaboration
The ‘Viksit Delhi’ roadmap at NITI Aayog is expected to be one of the key highlights of the meeting, showcasing how Delhi plans to align its urban governance with national development goals and global best practices.
CM Gupta emphasized that the plan not only aims to improve quality of life in Delhi but also to serve as a model for other urban centers across India. “Delhi is the heart of the nation. Its development must reflect the aspirations of every Indian,” she noted.
Her participation signals a potential thaw in relations between the Delhi government and the Centre, a dynamic that has historically seen friction. Political analysts see the roadmap as an instrument not just for city planning but for enhanced intergovernmental cooperation.
Next Steps
Following its presentation, the ‘Viksit Delhi’ roadmap at NITI Aayog will undergo stakeholder consultations, including feedback from citizens, experts, urban planners, and community groups. Implementation will be phased, with clear milestones and public accountability mechanisms.
Gupta concluded her address by reiterating her government’s commitment to transparency, efficiency, and people-centric development. “This roadmap is not just about infrastructure and services; it’s about building a Delhi where every resident feels empowered and proud.”
As the capital prepares to step into a new era of innovation and reform, the ‘Viksit Delhi’ roadmap at NITI Aayog stands as a bold declaration of intent—one that could redefine Delhi’s place on the national and global stage.
